RULES AND REGULATIONS OF THE 3RD EDITION OF CHIEF (DR.) GODSWILL AKPABIO NATIONAL UNDER 18 ANNIVERSARY CUP FOOTBALL COMPETITION (UNITY CUP 2009.)

INTERPRETATIONS -“The Federation or “GRASOF” shall mean Grassroots Sports Federation.



“MOC” Shall Mean Organizing Committee



“FORCE MAJEUR” Shall include but not limited to act of God, revolution, fire, flood or other physical disaster, blockade, embargo or any cause which by exercise of reasonable care and diligence, the teams, match officials are unable to prevent.



1. (a) The Competition shall be called, Chief (Dr.) Godswill Akpabio

Unity Cup.



(b) The trophy shall be in the custody of the champion and shall be returned to the Federation (GRASOF) South-South Zone Secretariat, 15 Wellington Bassey Way, Uyo. (3) Months before the Commencement of the next competition.



(c) Where a team wins the Championship on three (3) Occasions it shall be honoured with a replica trophy for keeps donated by the Federation (GRASOF) Main Organizing Committee (MOC).



2. ELIGIBILITY:



(a) Only players who are confirmed bona-fide in the year of the competition with their registrations form duly signed by the team official of the respective team shall be eligible to participate in the competition.



(b) Player born before September, 1991 is not allowed to play in the competition.



(c) And after the Screening Exercise, the players shall take a group photographs with members of the Screening Committee.



3. CONDITION FOR REGISTRATION:

(a) Any team duly registered for the competition, automatically volunteers, unconditionally to abide by the rules and regulations of the competition.



(b) Any team/player/official violating any section of the rules and regulations of the championship shall be made to face the appropriate disciplinary measures set by the federations (GRASOF) Main Organizing Committee (MOC).



4. PLAYERS REGISTRATION:



(a) During registration, full names of the player shall be given, incomplete or nicknames are unacceptable. Any false information shall attract severe penalty.



(b) Each team is permitted to register a maximum of twenty two (22) players only for the competition.



5. VENUE/CENTRE/ZONE:



(a) All Matches shall be played on neutral venue as stipulated by the Federation (GRASOF) Main Organizing Committee (MOC) in the Fixtures.

(b) Venue must be in conformity with the laws of the game



6. DETERMINATION OF WINNERS:

(a) There shall be no replay of matches



(b) During the knockout stages, the team that scores the highest

number of goals is declared the winner. Where score are tied at full-time, the match shall be decide by penalty shout-out except Force-Majeur.



(c) During the preliminaries round the team with the highest number of points is the winner in the Centre/Zone/Venue and where point are tied, the team with the highest number of goals difference (Aggregate Scores) shall be declared winner. Where the teams are still tied, the winner shall decide by a toss of coin or as the Federation, Main Organizing Committee may decide.



7. ENCROACHMENT ON THE FIELD OF PLAY:



(a) No player, official, or supporter shall encroach on the field of play during games for any reason whatsoever. Should a match prematurely terminated, as a result of the above, the team involved shall forfeit the match with three (3) points and (3) goals or the scores at the time, whichever is higher. Additional sanction may also be applied.



8. DURATION OF MATCHES/GAMES:



(a) Each game shall be played for a period of 80 minute. That is 40 minute for each half of the game. An interval of not less than 10 minutes and not more than 15 minutes shall be adopted.



9. COMMENCEMENT OF MATCHES:



(a) Matches shall commence at the time determined by the Main Organizing Committee (MOC) or Technical Committee or as indicated in the fixtures for a particular game.

(b) All teams must report at match venue one hour before kick-off for pre-match meeting.



(c) Any team that reports 30 minutes late after stipulated kick-off time shall deem to have been walked-over unless in the case of Force Majeur determined as accepted by the organizer or appointed match officials.



(d) Any team that does not pay their complete registration fee will not be allowed to play in any match.



(e) Teams that does not qualify into the second round are to leave the camp within 12 hours of their last group match.



10. SUBSTITUTION OF PLAYERS TEAM LIST:



(a) A team can make a maximum of three (3) substitutions from any of the 18 players listed for a match.



(b) No substituted or suspended players shall return to the field of play during the match.



(c) All substitutions must be registered in the appropriate form before it can be made and must be duly signed by accredited team official.



11. TEAM COLOURS:



(a) In the event of clash of colours, the away team, the second listed in the fixture, shall be made to get alternative jersey.



(b) Jersey/Pant must be properly numbered.









12. BALLS:

(a) The Federation shall provide all the Match Balls to be used during the Competition.

13. PLAYER EQUIPMENT:

(a) All players must use boots, same jersey colours with numbers, hoses, pant and shinguards.



14. RESERVES BENCH:

(a) Only substituted players and two (2) officials shall sit on the reserve bench

15. PROTEST:

(a) Any protest must be lodge verbally with the match official before kick-off.



(b) All protest related to the conduct of a match shall be within (2) hours of the match in writing.



The complaint must be stated as simple, precisely as possible, to the main Organizing Committee through the technical committee of the competition.



(c) All protest submitted shall be handled by the Technical Committee within 6 hours of submission of the protest.



(d) Every protest must be accompanied by non-refundable fee of Ten Thousand Naira (N10,000.00) only.





(e) At the hearing of protest teams are free to bring all evidence to support their protest.



Legal representation is not allowed.



(f) Only two officials of the team whose names were in the match forms shall be entertained.



(g) The decision of the Federation, Main Organizing Committee, Technical Committee, in judgment over protest is final.



(h) No protest against match officials shall be entertained.





16. DISCIPLINE/CARDS:



(a) Any player issued a red card will automatically miss the next match and pay a fine of One Thousand Naira (N1,000.00) Yellow Card Five Hundred Naira (N500.00) only, before he can further take part in the competition. Punishment can be increased in the case of gross misconduct to suspension for more matches or outright expulsion from the competition.



(b) A player who receives two (2) yellow cards in two different matches shall miss the next match and pay a fine of One Thousand Naira (N1,000.00) only before he can take part in the next match.



During a match, a second yellow card will be regarded as red card.



(c) A player who receives two (2) red cards during the championship will automatically be suspended from the competition.



(d) Any Team Official sent off the filed of play for any offence shall retire from the reserve bench to the dressing room until the end of the match and a fine of Two Thousand Naira (N2,000.00) shall be imposed before the next match.



(e) Assault on match officials by team player/official is punishable by outright ban of the player and the team stands the risk of forfeiting its right of participation in the championship.



17. MEDICAL COVERAGE:



(a) The media will be free to cover all the matches of the championship with permission from the Federation and Main Organizing Committee of the Competition.



18. PRE-MATCH MEETING:



(a) It is mandatory that all team officials attend pre-match meeting at the designated venue by the Federation, Main Organizing Committee and Technical Committee. Failure to attend the meeting may attract sanctions. The meeting shall be attended by two (2) representative of each team official with the Federation, Main Organizing Committee, Technical Committee and match referees.



19. MATCH FIXING:



(a) Any team found to be involved in match fixing shall be suspended from the competition and a four-year ban shall be imposed.





20. MATTER NOT PROVIDED FOR:



Any matter unforeseen or not provided for in these rules and regulations shall bee decided or dealt with the federation and this decisions shall not be taken to any litigation in a court of law. Not with standing the above Provisions, the Federation, Main Organizing Committee and Technical Committee shall be at liberty to regulate the Championship as the Circumstances may dictate.
